No that is not the way Model 70's are set up. Seeing the bbl in the scope dosen't mean the scope is tilted, it just means the field of view is wide enough to pick it up. If the scope is a variable turn up the power and the bbl won't show because you will have reduced the field of view.
There are mounts availible that will tilt the scope for greater height adjustment for long range shooting, but they are usually for 1200 to 2000 yards. They are not common, and usually found on long range Varmint/sniper or target rifles.
If you still have doubts level the rifle then place a small level accross the top turret cover of the scope to see if they are both level with each other.
