Yes now everyone (law abiding) in Minnesota can carry a handgun with a permit under the new system.
Under the old system, the county I live in, was one of the few that the sheriff belived in giving out permits upon request (with a background check). So I could carry a handgun in ST.PL/MNPLS but the residents living down there couldn't!
Now it will be fair state wide, and hopefully it will be reciprocal with a few other states. My Florida permit covers me in North Dakota now.
Not sure how the final bill turned out. There were some changes back and forth over the last few months of pushing it through. I know that "not carrying in schools" did get added to courthouses and federal buildings.
