I have a Rossi brake action in 17 HMR. Before I get ribbed for buying junk, Let me say I really didn't have a choice. I had a gift card and that was all they had at "Try and find a clerk Kmart" So I bought it, and I have been on the verge of dumping it several times, but some light is beginning to dawn and I shall give it more time. It's winter and I need something to distract me from the too white world. The first groups were over 3" at 50 yards but after 6 weeks of tinkering I just shot the first sub 1" group at 50 yards. Much of what I've tried have made things worse. I think it's mostly the whippy little barrel they put on these things. After free floating and full bedding and an assortment of rubber gromets and o-rings it appears that it wants a pinch point near the end of the forearm and the barrel near the hinge pin to be bedded about three inches. I used JB weld for the bedding and dense cardboard about 1/16" for the pinch point and tightened the forearm down firm, but not tight. That gave me a group of .8" with 20 grain FMJs. I have tried a wide assortment of bullets. I am open to suggestion. I kinda like the way it handles and have a Savage BTVS, 17 HMR and a Marlin 982vs 22mag to take my frustrations out on when I want to see good groups. It sports a Mueller 4.5 to 14 which lets me see my results. Thanks for listening.
