family antelope hunt?

Hello,
We are from Michigan and trying to come up with a good hunt for a family. After talking with many folks antelope (non-trophy mulies maybe?) keep coming up as being a good "kid friendly" hunt. I'm thinking when the children are around 10-14 yrs old or so. We'd prefer "do it yourself" type stuff and public land to keep costs down some. Not worried about "trophies," and would like the kids to see some game. We are very experienced white-tailed hunters looking to do something "out west."
My primary considerations would be:
1) public land availibility
2) decent chance of seeing antelope
3) does the state waive non-resident fees for youth?
4) minimum age for rifle hunting?

Montana has tons of public and block managment private land to hunt,tons of goats,lowest priced non res tags around,you should be able to buy 2 apiece in the unlimited 700 districts,min age 12 with a hunters ed certificate.
