Price check.

I was in Gander Moutain yesterday and on the used rack they had a Mossberg Model SSI-One Sporter 30-06 for $224.00 it was in near perfect condition. Is this a good price it sounds like it to me. I was also wondering if you could swap barrels like the NEF Handies ? How accurate are they ?

That's a pretty good price, IMHO.  When the gun was new, it sold for about $450.  Mossberg dropped it a few years ago, right before they came out with the ATR bolt action.  Barrels can be changed like the NEF's, it was chambered in .223, 22-250, .243, .270. .308, and .30-06, with a 12 gauge slug barrel and a 12 ga turkey barrel.  The .22's came in sporter or varmint weight barrels.  Barrels are few and far between.  I've seen the complete guns available on Gunbroker.com for $300 or more, used condition.  I haven't seen any barrels by themselves for a long time.

Overall, the gun seemed to be well made, at least the couple that I handled.  It's stylish, kind of a cross between a Ruger #1 and a Savage 99 (slab sided)  looks-wise.  I've read lots of reports of pretty decent accuracy, some reports of not-so-good accuracy (happens with every gun), not a competition gun by any means, but usually more than good enough for big game.  I think that the problems some people had with groups has to do with the fact the lock time is longer than most people are used to.  It's just like an exposed hammer or a Ruger #1 in the lock time area.  If you don't follow through, you aren't going to group like a bolt action does, even if the gun itself is super accurate.  The trigger seemed to be the biggest complaint (nothing new there), so you may want to have a smith work it over.

Overall, I like the gun.  It is a little on the heavy side, but tends to balance well.  If you like good looking single shot rifles, you'll probably like it.  Just don't expect MOA groups out of it.  If you get 2" or less, I'd call it good enough.  Regardless of what you read, a factory rifle that will print consistent groups under 2" out of the box is pretty darn good.
