how high do the rings have to be. Ill be putting on a simmons 3x9.

Just high enough to clear the hammer, that may be medium or high, sometimes even extra high. If you trim a tad off the end of the hammer spur, you can even use low rings sometimes, just depends on the size and position of the power ring or ocular bell.
