On my old Lee Conversion Chart (10+ yrs. old), the 1.60 dipper with Blue Dot is 18.5 grains.
I don't have any Blue Dot Powder so I can't verify the weight.
That help?

Book says 18.5. I dipped 10 times and came up with 18.3 for a low and 18.6 for a high. Most were right at 18.5.

Once again referencing my old Lee Dipper chart:
Dipper 0.50 = 5.8 gr. - Blue Dot
Dipper 0.70 = 8.1 gr. - Blue Dot
Dipper 1.00 = 11.6 gr. - Blue Dot
