This maybe a dumb question. When at the range with my Simmons 3x9x40, the targets are not in focus at 100yds. at anything over 7x. I have to dial down to 5-6x to have a clear target. Does that sound right? I thought they should be in focus all the way to 9x

You are right, mostly.  Big game scopes such as yours are usually parallax focused at about 150-200 yards and it's an internal thing, most visible at higher magnifications and it's not changeable unless there is a separate parallax adjustment feature. The focus difference is rarely visible at 100 yards, or even a bit less, so your gross loss above midrange is unusual. 

If it's still in warranty, I'd return it.
