Looking for information on foot snaring black bears

Alaska is about as close as it likely ever get to legalizing foot snares for black bears in certain units. I working some written testimony for the Board of Game and need information. Specifically equipment, how to target black bears, how to release non-target bears, anything that will put foot snaring in a positive light. If anyone from Maine or any of the Canadian provinces that have legal snaring I would appreciate any info you can give.

akchuck:  Do you go to the Alaska Outdoors Directory?  Someone there is also talking about snaring Black Bears.  If you go there I am Graybeard.  That was my handle for several years before I heard of Graybeard outdoors.  Anyway there seems to be ways to target only big Black Bear males.  That is what I am interested in myself.
Where is old Joe when we really need him?  Alaska Independence    Calling Illegal Immigrants "Undocumented Aliens" is like calling Drug Dealers "Unlicensed Pharmacists"

A bear hunter I work with says he puts a big sucker out and that targets males black bears.

Supposedly only a male will take it?

When I say "sucker" I'm meaning a large 9" or so bait fish used for northern pike and muskie fishing.

He says it works for him at his bait stations.   :-\

Just for the curious and skeptical.  One method used to target large males is to hang a 5 gal plastic bucket up on a tree.  Hang it high enough that a smaller female can't reach into it.  Place the snare at the top.  Problem with that use here is that a Grizzly would be able to reach it.
