Does the 7mm-08 foul any worse - or better - than a 25-06 or a 308?

I doubt there's enough difference between cartridges to tell. How smooth the bore is, generally has more to do with it. Anyway, an Outer's Foul Out makes an overnight miracle out of any fouling, without scrubbing.  ;)

I have the new Ruger lightweight Stainless steel with target gray finish and the LC6 trigger. First thing I've noticed is the bore seems to be a lot smoother than past guns I've had and doesn't pick up the copper as readily.

Can't say that it fouls any more or less than the others.  As posted, bore condition decides that. 
If you're using that to pick a new rifle, forget about it and just pick the 7-08 as it's the better cartridge.  ;D

How much shooting do you plan to do with the rifle? Rough bores copper foul more quickly than smooth ones, but can be very accurate. For a hunting rifle that isn't shot very much, fouling isn't a big problem. If you are going to shoot the rifle a lot, you can break in the barrel to reduce fouling so you won't have to clean the bore as often.
