No Cover? No Bass???

Could it be a problem its still cold here yet and there is no cover(no weeds or lilly's) so there is no bass yet?? We have only caught little bass 8" to 10" nothing bigger yet the last few years I was landing 1 1/2 to 6lbs bass by now.                                               BigBill
