Is FOID card needed to buy primers in Illiinois?
« on: June 18, 2007, 05:15:20 PM »
I located Federal Primers in Illiniois, not too far from my son who is a recent resident.

Does he need to have a FOID card to purchase primers (30,000).

Thanks for any help or direction in this matter, I need to be certian one way or the other.

The Foid card will most definitely be needed to purchase those primers.
Your Son can apply for this card online by going to the Illinois State Police home page...

http://www.isp.state.il.us/media/docdetails.cfm?DocID=38

I would expect that this would take four to six weeks. One could used to go to that office and get same day service but it has been locked down after the 9-11 so he will have to use the app.

It's something that we have to put up with here in Illinois I believe it originated from the Peoples Republic of Chicago you know so they could stop the scum-ball criminals from buying guns Next the dictator wants to increase the fee for this card to$500 if the card didn't work the $500 should sure put them out of business ???Kurt

I knew there was a reason I don't live in Illinois.... not that California is much better.

Evil Dog, Illinois does suck regarding guns (don't even think about it ever passing concealed carry), but from what I hear about California and "approved firearms" and 10 day delays, the FOID card doesn't look quite so bad.  Either way, both states stink.  Can't wait to head south.   ;)

HappyHunter, how far are you from Illinois?  I've purchased shotgun shells in Illinois without an FOI card.  All I do is show them my Missouri driver's license.  I suspect residents of most neighboring states could purchase guns & ammo since non-residents can't get an Illinois FOI card.

Registration is not a state law, but some towns do require it. Basically you fill out an application and take a picture then send it to the state police with a fee( i think it's $10.00) and they do a background check. If you pass they send you your foid. Then when you go to buy a firearm you get to have another background check and wait for 1 day for long guns or 3 days for handguns and they usually charge you 3-5 dollars for the call to see if you passed the background check that you already passed in the first place. Man this could be a really great state if you could just cut off the north eastern corner.

I called the dealer with the primer and he said that FOID is for left winger's from Chicago and could give a rat's ass if my son has a FOID card or not.  (gotta like his attitude).

Then I called a Gander Mountain in Peoria and was told yes you will need a card and then wait a minute while I check with the manager...................No you do not need a FOID card as long as you are of age.  This will not allow the purchase of ammo but components are ok.

Well I am not about to have my 21 year old son pick up 30,000 primers w/o a foid card.  I will either squash the deal or drive 3-1/2 hours each way to pick them up.  The potential results are he is arrested and charge with a "crime" that could possibly take away his 2nd amendment rights.

I think that I feel sorry for you guys in Illinois.

I appreciate the advise guys.

I called my shop just this morning as Sodbusters post makes sense. They said that the
Foid card Is Not Needed to sell components such as your primers bullets & powder but it is required for live ammo & firearm sales. The shotshells are different, I can remember a time where an 18yr old could make this purchase along with .22 RF but had to be 21 for centerfire rifle or handgun.

I believe that I got my first Foid card around 1970. It was mandatory but at that time it was under BAFT management rather than the State Police. The card  has been no hassle on the whole and can protect one who is selling or buying firearms by the exchange of numbers and signatures( for personal records only) at the date of the sale. If the buyer ends up with a stolen piece, he can point a finger at the seller. If the seller gets a visit by LE cause a gun traced back to him was used in a crime, he has the signature & number of the buyer.

That card has a dark side for sure though…anything from domestic battery to D.U.I can revoke your card and there is little to no chance of getting it back. I personally know a hard working honest fellow who took off his wife’s wedding ring before their divorce. Wrong Move! Her lawyer had him charged with domestic battery even though she was not injured or even had the discomfort of a struggle. His card was revoked and even after five years he has no chance of getting the card back till the law changes. In the mean time, he cannot even legally hunt with a firearm and uses a bow exclusively.
Meanwhile…the guy who has no card and is caught with a loaded, uncased weapon is probably going to be allowed to plea bargain for a lesser offense in the courts.

Illinois did run the conceal carry through the legislation and it happened within the last five or six years. The ones who really wanted it were not necessarily people like myself but rather women in general like the Nurse that has to leave the hospital on second shift or the one coming in on third shift who has to travel to and from the parking lot. There is a lot of meaness everywhere and the police just cannot protect one all of the time.
The conceal carry did not pass of course which shows you what kind of bone-headed liberals that we have here.

I did have to renew my card during Rod’s (the Gov) term & was scared to death about the $500. Fee which had been mention. This did not come to pass but does not mean that it is a dead issue.
Our best friend IMO, is the DNR and the hunting season. The revenues that Deer hunting Alone draws for the state is tremendous, not to mention the common hunting license, habitat stamps, waterfowl stamps, & bow permits. I think that this will make the high dollar card unlikely.

On the whole, I can put my cased, unloaded firearm in a vehicle and go anywhere at anytime. I am allowed to shoot any caliber rifle or handgun while on private property even when hunting varmints or predators.
This really isn’t a bad state if we could just cut off that northeast corner as said…We have more guns than you can shake a stick at and for the most part, it raises no eyebrows…Heck, we even have those Federal Primers.

Okay......it's your state.....and your business.....but.......I can't imagine having to put up with all that horse pa toot.....So, when the liberals feel comfortable then they jack up the fee and price the poor guy out.........and only the affluent can afford to own guns.  I think I've posted a comment along these lines before.

Does Chicago control the politics of the whole state?

Yes, Chicago does in a way control the whole state. I won't say all but most of our government is voted in by the liberals in the northeast corner. Whenever the city or the soccer moms in the suburbs get involved, normal thinking individuals usually get screwed.
