Sodium Benzoate or Salt

I just started making my bait for this year. I purchased some Sodium Benzoate for the first time this year. I mixed 1 cup of it and 3 cups of warm water, I shook it up real good and then went to pour it out about 1 minute later. It had all settled to the botom and was a solid mass.I was wondering if any one else has had this problem. Also is salt just as good as sodium benzoate.Thanks for reading.

salt is a attractant and may attract mice etc, and as far as preserving salt is only a temp fix. However good news is Borax works good as a preservative and can be had at most grocery stores......just my thoughts. Cant say ive ever mixed sodium benzo with water.. i use it for bait but just add it direct and no problems.
