Need Help with scope mounts

According to the gunsmith at Gander Mountain the Leupold bases for the Remington 700 will fit my Weatherby Vanguard.  He said this because these mounts are also for the S&W 1500 which is the same action as the Howa 1500. 

Yes the screws line up but the windage adjustment screw area of the base hang over the receiver and will not allow the bolt to open completely.  I can reverse it but it will then hang over the other side of the receiver. 

The Leupold part number is 50016.

The Brownells stock numbers for the Remington 700, S&W1500 and the Vanguard are all the same. I'm guessing that you'll need to face the over hang to the front..
