President Bush Issues Executive Order Facilitating
Hunting Opportunities And Wildlife Conservation
President George W. Bush today issued an executive order directing Federal agencies to work more diligently to facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat.

Maybe that will get US
Fish and Wildlife off their rears and start managing wildlife up here since the took over management of all the federal lands which is 75% of Alaska.

I gotta feelin the US Fish and Wildlife are more busy than we may think.   They donated a new police car to our County Sheriff Department, and they always seem to be close by during police raids.   On the one hand if I were a policeman, I'd want all the help I could get, but on the other hand I wonder why they are being so generous to our local law enforcement? ???

Executive Order: Facilitation of Hunting Heritage and Wildlife Conservation

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose. The purpose of this order is to direct Federal agencies that have programs and activities that have a measurable effect on public land management, outdoor recreation, and wildlife management, including the Department of the Interior and the Department of Agriculture, to facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat.

Sec. 2. Federal Activities. Federal agencies shall, consistent with agency missions:
(a) Evaluate the effect of agency actions on trends in hunting participation and, where appropriate to address declining trends, implement actions that expand and enhance hunting opportunities for the public;
(b) Consider the economic and recreational values of hunting in agency actions, as appropriate;
© Manage wildlife and wildlife habitats on public lands in a manner that expands and enhances hunting opportunities, including through the use of hunting in wildlife management planning;
(d) Work collaboratively with State governments to manage and conserve game species and their habitats in a manner that respects private property rights and State management authority over wildlife resources;
(e) Establish short and long term goals, in cooperation with State and tribal governments, and consistent with agency missions, to foster healthy and productive populations of game species and appropriate opportunities for the public to hunt those species;
(f) Ensure that agency plans and actions consider programs and recommendations of comprehensive planning efforts such as State Wildlife Action Plans, the North American Waterfowl Management Plan, and other range-wide management plans for big game and upland game birds;
(g) Seek the advice of State and tribal fish and wildlife agencies, and, as appropriate, consult with the Sporting Conservation Council and other organizations, with respect to the foregoing Federal activities.

Sec. 3. North American Wildlife Policy Conference. The Chairman of the Council on Environmental Quality (Chairman) shall, in coordination with the appropriate Federal agencies and in consultation with the Sporting Conservation Council and in cooperation with State and tribal fish and wildlife agencies and the public, convene not later than 1 year after the date of this order, and periodically thereafter at such times as the Chairman deems appropriate, a White House Conference on North American Wildlife Policy (Conference) to facilitate the exchange of information and advice relating to the means for achieving the goals of this order.

Sec. 4. Recreational Hunting and Wildlife Resource Conservation Plan. The Chairman shall prepare, consistent with applicable law and subject to the availability of appropriations, in coordination with the appropriate Federal agencies and in consultation with the Sporting Conservation Council, and in cooperation with State and tribal fish and wildlife agencies, not later than 1 year following the conclusion of the Conference, a comprehensive Recreational Hunting and Wildlife Conservation Plan that incorporates existing and ongoing activities and sets forth a 10 year agenda for fulfilling the actions identified in section 2 of this order.

Sec. 5. Judicial Review. This order is not intended to, and does not, create any right, benefit, trust responsibility, or privilege, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, instrumentalities, or entities, its officers or employees, or any other person.

For the love of Pete and Klinton did not? He wrote them like Candy and most were against us. Bush tries to do something right and you  think it is a UN plot. I hate the UN but I do not see their fingerprints in this unless you can offer concrete proof. Hell the Feds Regulate things now look at the Migratory Bird issue we do that with the cooperation of Mexico and Canada.

To many no doubt, in fact it was so many that Pres. Bush wrote just over 1/2 as many as Clinton, yea I could not resist checking!!!!  :o :o :o
And even when a big part of Bush's was due to raghead issues which Clinton did not have because he thought the first attack at WTC & the bombing of the USS Cole was just good ole dedicated Muslims having a good time, he still wrote so, soooo many more.

I did know for sure that when one here mentions such situation as this Clinton will not be mentioned.

I would not vote for Bush again because of the Border & the Liberal way we are fighting this war, I guess I need to read closer this EO & see what the Bush hating fuss is about. I have said it before & I will say it again, a few act like closet Dems here, I don't think you are, but the behavior reminds me of such.

I do know that NO SOCIALIST DEMONCRAP would have signed such an order or do ANYTHING to promote hunting in ANY
way & I also know that everyone knows it.

It is also known to all that Bush let the Sunset on the KLINTON Ban & NO SOCIALIST DEMONCRAP will protect gun rights in ANY way.

Do you not think that he could have had this attached to a bill as an amendment and walked thru the house and senate as easy as pie?  At what cost?  In time and money?  But, of course, since it's something 'Bush did, it's bad.  What a bunch of nit pickin' crap.

Just maybe,MAYBE, old GW figured this was a good bill, didn't want to wait 6 month's to a year, while congress sat around with a thumb up it's butt, debating weather the EPA, or some other govt. organization had to stick their overpaid noses into it. Some of you guys would complain if you were handed a gold brick and had to carry it to the bank. OHH, it's so heavy!!Do I have to carry it so far. Bill Clinton put a time limit on how long a person could get federal assistance, and I believe that was done by a E.O. Don't remember him getting bashed to much over that one. The President is the executor; that means he gets to issue directives to the various branches of government that are under his direction.  I remember when President Clinton was issuing orders; the news media thought he was just brilliant and he was doing the peoples work.

I'm still waiting for the executive order that mandates that all concealed carry permits be legalized throughout the country like drivers licenses.

I don't think we'll have to worry about no hunting order's. Even the politician that never hunted, can understand the meaning of the word revenue. Billions of dollars given up voluntarily every year buy sportsman. Somehow, every politician understands the word ''money''!!-gypsyman

President BUSH or any other president can order anything they want but the house has to come up with the $$$$$$ to fund any research ( that always comes first ) then making a plan ( # 2 ) then more and more red tape !
at least we hunters got lip service (  that always comes first ) !
I like president BUSH , but really wish he would spend his effort on the war and borders !

Your question is not a simple yes or no question. You are addressing an issue where the congress is as gutless, prideful, and corrupt as most of practices SUCH AS EOs, they and the president participate in.
The fact remains, that an EO, BYPASSES CONGRESS AND THE CONSTITUTION. We elect our reps, to represent us. We elect our president to do the same. NOT FIGURE OUT WAYS TO IGNORE THE LAW OF THE LAND WHICH IS THE CONSTITUTION.  You compare this country and CONSTITUTION to a company with a CEO. AMERICA ISN'T and the pres AIN'T NO CEO. HE IS ELECTED TO SERVE US, NOT US HIM. AND HE AND CONGRESS ARE NOT REPING US. They are doing what THEY want to do, and telling us what we want to hear. That little move on the hunting land is NOTHING compared to the problems this country has that he REFUSES to address. It is eye candy to get the blind pro gun people lined back up behind him. His ratings are at an all time low because of his poor performance on such IMPORTANT issues as IMMIGRATION. A few thousand acres of land to hunt on will not mean much when the economy ends up in the toilet. But hey! This is a Instant Gratification country now. Let go for the entertainment portion of the show and to hell with the security issues. In that case. GW, what a great guy. To hell with the Constitution, LET'S HUNT.

If the USA was a company it would have failed years ago ! how many companies work in the red for decades and survive ?
