barrel lock up?

I put a 21in. 7-30 waters barrel on my contender carbine, with a proven 6x leo scope. all mounting hardware was tight. but the barrel will wiggle just a bit. I was not surprised when it shot bad groups, about 5-6 inches at 100 yards. could the locking lugs not be locking the way they should? this is an old style frame. If i could get honest two inch groups I'd be happy. any ideas?

The 7X30 should be pretty accurate even without reloading, so you do have a problem. 

First thing to check would be the barrels muzzle crown and the bore.   You didn't say if the barrels movement was vertical, horizontal or lateral, or what vintage your frame is.   But assuming your other barrels lock up tight on that frame, most likely you have worn or wrong size locking bolts on that barrel.    Less likely maybe a worn hinge pin hole in the barrel block.   Even less likely the barrel doesn't like the load, but that's a long stretch.   A worn hinge pin.   And the least a worn breech block in the frame (again assuming other barrels lock up OK).

Pretty hard to get consistent head spacing with a barrel flopping around, so the "pattern" it shoots is easy to believe.

I used two diffrent load's. both with fireformed brass. first was, 120 gr. nos. bt. second was speer 130 spfb.
 The barrel play is left to right, not up or down.
 It's an older frame, the one that you use a screw driver to change between rim, and centerfire.
 I have other carbine barrels, that work fine on this frame.
 The lug is split, and the barrel is stainless, If it matters.

Describe the shape of your 5-6" groups.  A locking lug problem will usually give vertical stringing.

yes, the group's were verticle. how do i get new locking lugs?

I have swapped lugs before, but I'm out of donors. where do I buy new replacements? Does t/c sell them?

Yes, T/C sells them. Buy a set of three sets. They make sizes of 1X,2X, & 3X. Hope this helps.
