Re-assembling Rem. M700

I took the hump out of the forend on my M700 mt. rifle to free-float the barrel and am now reassembling the barreled action in the stock.  How tight should I make the action bolts?  If I remember correctly, the rear bolt should be tight and the front bolt tighten until I feel the barrel torque in the stock and then back off and snug as far as I can without torquing the barrel/action in the stock.  Is that right or is there a better way.  Please let me know.

In a Remington law enforcement field armorers school I was taught to stand the stock on it's butt, insert the action into the stock, this way assuring the recoil lug is seated, tighten the front action bolt to 15 in/lbs and then the rear. Keep alternating front to rear 30 in/lbs and end with both at 45 in/lbs.

If you lack a torque wrench the front screw must be tight, the rear just very snug. If a center screw exists as in the ADL's it is just snug enough to keep the trigger guard tight.
