I would think that high rings would just make the problem worse. You are shooting low because you can not get the cross hairs low enough for the bore and line of sight to cross at 25 yards. This should not be a problem. The scope is in fact pointing way up in relation to the bore. You have either got a base that is way off or the scope you are trying to use has got a problem. There is something definitely wrong. I have mounted dozens of scopes and have never had that problem. For something quick, I would shim the base, just remember you will have to shim the back of the base not the front. You have to bring the line of sight down to cross the line of the bore. For a better solution the Burris rings mentioned are the ticket. I have never used a bore sight. I have always sighted down the bore and then aligned the cross hairs to it. Like I said I have never used a bore sight, but when adjusting the scope when sighting down the bore, I have to turn the knobs the opposite way I want it to go. For instance, I need to turn the knobs down to get the bullet path to go up. Does a bore sight work the same way?
