Legality of rifle/handgun in an Encore

I bought just the frame and peiced my gun together.  When I purchased the frame I was specifically asked if I had a pistol permit.  I replied no and sold me the gun as a rifle.

I am assuming that it was either a  new bare frame or  a pistol frame  you were buying.
I am curious how this new frame age restriction policy is being complied with.
The odd compliance with ammo is just silly as can be dreamed of.
At walmart: Is this .22 lr ammo for a pistol or rifle?
Me: Its for a rifle. Why do you ask?
Walmart: Because if your going to use it for a pistol we need to see your id to make sure your 21.
Compliance in that case relies on intended use and the store taking someones answer as to intent.

Here (Wisconsin) chamberings that are normally shot in pistols require the purchaser to be 21 no matter how they are to be used.  This includes all the rimfire rounds.

I called TC 3 weeks ago and asked about my 5 frames.. She answered me within 15 seconds on each one when I gave her the serial numbers as to how it was originally sold. All were bought as frames ,,used.
Two came back as pistols. They are all listed in a safe place with seial numbres and how they were originally sold so I don't mix them up..

Question: Not sanctioning illegal behavior.....can any one or more of you think of a realistic (and yet hypothetical)  scenario in which a shooter could get into trouble because of misunderstanding or misinterpreting the rifle frame vs. pistol frame business. Some one, out of ignorance, let's say, puts a 12" barrel and a pistol grip on what happens to be a rifle frame. And......?

If the frame was originally listed with BATF as a rifle, and there is some kind of game infraction and the serial number of the frame is run, it is found to be a rifle, then trouble.

Wow, this thread is a new one on me.

My first reaction was "yea right, like I'm going to spend the money on a separate frame to be legal with a pistol and rifle contender.

My second reaction was, that wont get me out of the grey area anyway. If the supreme court decision only pertained to the kits, if I own a complete carbine and a complete pistol with multiple barrels, I still have parts laying around to make the rifle a pistol ,or worse, a short barreled rifle in minutes. So theoretically, the ATF could construe that as "intent" if they feel like it.

So one or the other has to go to get out of the legal grey area, or in my current frame of mind, all the contenders go, as my whole reason for owning the contender pistol was to be able to get the parts to make it a rifle to get more bang for my buck.

My third thought was, what a sad state of affairs that law abiding citizens live in fear of a government entity while engaging in law abiding, no constitutionally protected, activities.

Anyway, I'm not going to make a knee jerk reaction and sell right away, but at the moment that seems a real possibility if further research bears out the tone of this thread.

Is this legal?  A 15" 45-70 barrel on an Encore with a buttstock.

No.  If you use a buttstock you have to have a minimum 16 inch barrel.

Noticed on T/c site they no longer sell just the frame. You have to purchase with a pistol or rifle stock.
Even from the custom shop where just the frame is pictured.

 The whole matter is rather simple... How old do you need to be to by an encore or contender frame from an ffl,, do you need to be 21 to buy one?
 If so, the frame [whether it has a short or long barrel] is sold as a handgun.
 I recall that when I had an FFL all TC's were sold ti 21'ers....

To further muddy the issue.   A friend who sells AR parts, was told that a receiver sold without barrel and stock, must be sold as a handgun.  He was told this by BATFE when they came to his store to track a gun used in a crime.  He had AR receivers in the showcase priced.

  I see some logic in that. No one knows what it will end up as; pistol, carbine, or rifle. They are holding to the strictest standard just in case that's what it ends up as. A case of have and not need, rather than need and not have.
 I know of a guy who would brag about his AR pistols that were built off of "rifle" receivers.
