Scope base screw holes out of square, can this be fixed?

I have a Breda 1927 bolt rifle (Mannlicher Schoenauer) with one of the rear base holes not square to the action.  When I mount a scope it torques the action.  Is there a way to fill and re-drill the action?  Or is there an other solution?

You might try getting a one piece mount and bridge the action using only one of the screw holes.   JIM

Is the mis-alignment angular or radial.i.e. is the hole out of line with the others or is the hole not square to the receiver.

Is the mis-alignment angular or radial.i.e. is the hole out of line with the others or is the hole not square to the receiver.

The Mannlicher rear bridge is a split one, the bolt travels through it, and on the left side of the bridge is where the scope mount is. 
One of those holes is not in-line with the other, so it causes the bridge to torque the action.  So that is my dilemma???

I am familiar with the action and it's idiosyncrasies but it would be nice to know if the hole is misplaced angularly (doesn't enter the receiver at the same angle) or lineally(out of line in a horizontal direction). Holes can be filled and re-drilled. There are numerous ways do this and each smith will have a preference.

Rear mount holes are off, I guess, vertically.  The rear screw hole is lower by half a screw.  When you mount the mount it ends up cocked, twisting or torquing the action so when you close the bolt it is difficult to lock up.  I hope this is clear.

Sure.. It can be welded shut or a slug can be peened into the hole(edges beveled first) and the new hole drilled where it should be. It's unlikely that this will be a totally invisible repair.. It is also possible to alter the hole in the mount such that the existing hole is in the right place! This follows the dictum of modifying the cheapest component. I would likely modify the mount and leave the receiver alone..

That would be the cheaper alternative.
