From what I could see on the video she was playing that poor fella like a hooked trout.  Only thing she didn't do was pull it out for him.

To my way of thinking a pervert is someone who flashes their junk to strangers unsolicited.  She conversed and flirted heavily with the guy for several minutes and then she asked him to produce the goods.   So which one more closely fits the profile of a pervert?  He could plead temporary insanity based on the fact that his brain wasn't getting any blood since it had all gone elsewhere.

Yep, makes perfect sense.  Send a woman into a park with her boobs out for all to see, then she asks men to show them their parts:  Men who show their parts are promptly arrested and charged.   Yes, it is 1984.   

This reminds me of a case where the cops could not confiscate any meth for a sting operation.  So, they manufactured some meth, sold it in a sting operation, arrested the folks who bought their meth and prosecuted them.   The judge issued the PD a fine scathing rebuke and dismissed the charges.

  The guy was of course, DEAD WRONG for exposing himself like that...but such a subterfuge by the law is really hitting a low point. I think Cheesehead hit the nail on the head with his short rhetorical question..
   CREATE CRIME TO PREVENT CRIME ?

    The police woman involved must have personally been a "class act" ! Perhaps not much different than the "sisters" she arrests off the street !
   
   This incident reminds me of those "cops" shows when they are filmed at Marti Gras in New Orleans.
  The law doesn't discourage women from exposing their uppers..doesn't discourage the attendees from drinking...

  Then, when some pie-eyed jerk decides to show his goods..they throw him to the street and handcuff him..

    A common question asked the offender by the law; " So you're from East Podunk, Iowa..do they let you do that in East Podunk ?

  So far none of the offenders have been sober enough to reply: " No, they don't allow us to do that in East Podunk, but then they don't allow wholesale public drunkeness and don't let women in the street and on balconies do a mass strip-tease either !"

        Somehow at that point, I think New Orleans comes off second best, when eing compared to East Podunk...LOL

Entrapment, plain and simple!  A department that must revert to this type of action to entrap someone is sorely lacking for ADULT supervision.  Perhaps action be taken against her for solicitation of prostitution.
