why does maine require 2 people on a permit ? do both people have to be present  ,if so why ? Just wondering...in ny you may be on a doe permit and anyone on that permit can carry it and use it to shoot a doe in the designated area but all parties don't have to be present.

Its my guess that because two people are on the permit either one can  actually shoot the Moose. Only the permit holders can carry a firearm while Moose hunting. I"ll bet that it is a enforcement thing more than anything else. I dont beleive that the permits are transferable. In case one of the permit holders is sick and cant make the hunt you got a back-up. (Knowning my father thats not likely to happen) Want to come along? Bear trapping & Archery for deer are open and im a licienced for both. Should be a fun week..

i was my understanding that the permit holder had to be present, even if the subpermitee is doing the shooting.  is this true?
