I think Cabela's carries trial timers.  Try there or any other big outfitter.
Even try Redhead/Bass pro.

I make my own trail markers. As a fire fighter i have a lot of leftover scotch lite ( the tape that glow es on the fire trucks when light hits it)
what i do is get a bag of close pins and wrap the tape around them and then put a small piece on my stands so when my flashlights  hits it it will glow.

A Trail Timer is usually a timing device that uses a trip wire.  The game goes by hopefully, and trips the timer/counter that records the number, date and time, but obviously it won't know what critter tripped it.
Now, a Trail Camera does this also, but....well you can take it from there.

Now, the original question I believe is where to locate plans for a home made trail timer.  I have seen plans for a camera and I'll do a search.....
