AFAIK, the Winchesters are made by Miroku. The Cimmaron and Taylor's are Uberti. In my opinion, you would be seriously handicapping yourself by using any of these type rifles for smallbore silhouette. One, you don't know what kind of accuracy to expect until you get it and shoot it. If it's not good enough, then what? Rebarrel and lots of work. Two, how are you going to put a good silhouette type scope on it? Once you do, it'll look goofy anyhow. And third, what about the trigger? Yeah, they can be reworked to be nice. But it's still not top notch and somebody's gotta do it. What about how it fits you? Most of these type rifles don't hang very well for offhand shooting.
Don't think I don't like old style single shots - far from it. But if you want to win, I don't think you're doing yourself any favors going with one. If you just had to do this, my choice would be a nice Martini, since they're available for about half of what the previous ones are and since most have been messed with already I wouldn't feel too bad mounting a scope, carving on the stock, etc.
