what is the difference in encore pistol or rifle frame thanks.

Nothing at all. There is questions on the legality of a pistol barrel on a rifle frame but if you are getting a frame get a frame registered as a pistol to be covered legally and then it can be rifle, shotgun, ML, or pistol.

What if you buy a gun as a rifle?  I know it is illegal for me to put a pistol barrel on my frame.  However, if I get my pistol permit will they allow me to register this gun as a pistol even though i bought it as a rifle or will I have to jump through some other hoops?  I live in NY state (didn't vote for Hilary).  I am just wondering if it will be such a big hastle that it would be easier for me to just purchase a new gun.  I have heard several different view points but am not totally sure what I can do with my gun once I get my pistol permit.

None of us are totally sure. Take you frame and remove the stocks and sell it and then with the money you make buy a pistol frame with grips and make sure its a pistol frame and then use it as a pistol, rifle, shotgun or ML. You can change your frame to a pistol frame but the loops and the $200 you have to pay you can buy a pistol frame for it just as cheap.
