Tikka 412s

Is a Tikka 412s the same as a Valmet 412?  One is for sale locally here for $2500, seems pretty pricey and comes with a 12/12 set, 28/28 set and 9.3/9.3 set.  What would a reasonable price for this be?  I am interested and am thinking of making an offer but don't want to offend the guy.  The last valmet I found locally and my basis for comparison (if this is a similar gun) was $800+/- with a 12/12 set and a 12/25-20 set.

I would like one of these guns but don't want to break the bank on it.

I understand there is a difference between the Valmet 412 and the Tikka 512, the Valmet was made in Finland and the Tikka was outsourced for production in Italy.

  I've never seen or heard of a 412 or 512 in 28ga...  Also never heard of one in 25/20 either although at one time i was toying with the ideal of makeing one...
