Your western ranger .22 LR revolver is probably made in West Germany by ROHM, and imported into the US.

These are modest quality guns, using un-heat treated parts. Your description of non-uniform chambers with rough finish is typical of their production.  The rough extraction can be improved somewhat by using very fine wet-or-dry sandpaper on a wooden dowel with a saw slit down the middle to hold the polishing paper.  Remove cylinder from gun.  Turn by hand in each chamber several times, remove, clean, and examine the chamber.  Do not over polish.  The goal is to remove most of the rough reamer marks left during manufacture.  When polished to your satisfaction, clean all parts using solvent (paint thinner, alcohol, etc) and relubricate.  That should improve the hard extraction you have.

You also might want to check the edges of the offending chamber(s).
There may be a small burr, or displaced metal, from dry-firing the gun without a snap cap or rotated empty in the chamber(s), that's retarding extraction.
The firing pin hits the chamber wall at the rim recess, peening a little bit of metal into the chamber with each strike.

If you find any - DO NOT REMOVE BY FILING !  The proper way to remove them is to iron out the metal, swedging it back into the chamber wall, from whence it came, rather than removing the metal.

The tool used for repair is a simple hand tool, available from Brownell's for about $22:
