i loaded some 45-70 rounds 63 grains of 2f elephant powder. problem i set the bullet out to were it engraves the lands. they do load hard but thumb presser seats them. would it be safe to shoot theses the bullet is a 500+grain paper patch

The throat in those barrels is pretty abrupt for paper patching, probably going to be hard to get good accuracy out of it. But it ought to be plenty safe, just might not hit what you're aiming at.
