While that "may" have been his intention with the motion that's stretching things pretty badly even for someone who dislikes him as much as I do to call that "giving the finger".

While doing LEO duty in the midwest, "scratching with the middle finger" was a polite way of flying the bird and being able to deny it.  Can't remember how many street punks I inquired about their apparent skin condition before I caught on.

Not that big of a stretch, IMO.
