Can a person?

I was wondering if a person could sand off his powder coating off his rifle and re blue it? I have a browning A-Bolt and it has the powder coating on the barrel, and i dont like the looks of this powder coating or what  ever it is, looks like a matte paint i just like the looks of the old blued guns.Could a gunsmith do this or could a person do this job himself?

Yes a gunsmith can blue the gun, as far as you doing it, it is possible but can get expensive because of the cost of equipment.

I was unaware any factory had used powder coating on their firearms.. It is quite difficult to remove if indeed that is what it is. Sanding would be particularly frustrating as it tends to clog sandpaper badly. The folks who apply powder coatings burn the stuff off if re-coating. A torch might work but I am not certain. It may be that what you really have is a film coating that is applied much like a decal, then fired.. Either way polishing / bluing would then need doing and a smith is your best bet. Be cautious as the coatings we've discussed can be and often are applied over stainless steel. SS of course will not blue readily..

Keep in mind that some parts are steel and others may be aluminum or plastic. The BLR uses an aluminum receiver. If everything is blued the finishes may not match up.
Just look at the stainless BLR... looks like a bunch of odd parts thrown together to me..

It could be Duracoat or possibly Gunkote or any of the "paint" gun finishes....Most of them are very difficult to remove if put on properly....

You might try acetone on a part if the action not normally visible. Acetone will dissolve nearly anything given a bit of time. Still you will need a smith or shop to apply something in it's place,.
