Savage M99 extration problem

Hi All  first time question
I recently picked up a M99 in 308 at a gun show.  It is a late model #"A687xxx".
It does not extractor properly.  It will pull the shell out about half way and release it.
I had the extractor replaced and the chamber polished  but it still is a problem.  The extractor just does not hold onto the rim.
Loading seems a little off also putting a round in the magazine is not as easy as I would have thought like the magazine does not line up.
I also noticed that the magazine counter seems top be off not showing the number one until there is 2 rounds in the magazine.
and last  is the bolt supposed to be flush with the action(in the rear) or down a little.

My smith has done all he can  he did tell me that he was able to close the action on his "no-go" gage :(

any help or recommendation for a M99 expert gun smith.  I live in Rawlins, WY.

More then likely it is the rotary magazine that is causing the problem. the extracted round is hitting one of the mag lobs. The mag was probably not installed correctly, the numbers being off is a dead giveaway, have your smith reinstall the rotary magazine

If the shell extracts it will eject.  But most of the time with a unfired case and all the time with a just fires round the extractor just over rides the shell rim ???

I can close the bolt on a dummy round (an unfired case) and can see the extractor  move out  away from the rim, as if it is being pushed, as the bolt is closed??

I get the impression that the front of the extractor is not milled to match its slot in the barrel or visa versa??
This is a new extractor so it must be milled at the right angle.  I have cleaned the slot in the barrel???

The key may well be the rifle closing on a no-go-guage. This means the chamber is too long and may be allowing the cartridge to simply push ahead of the extractor such that it can't jump into the extractor groove. Of course you first said the case was extracted about half way then dropped. This means the extractor worked but released too soon. I'd check for a strong enough spring tension on the extractor or a damaged bolt face.. The bolt face protrusions help hold the case to the bolt(as does the extractor spring) long enough for the ejector to hit it. The ejectors will be the too big sometimes and will need a bit of fitting. It should hold the case to the bolt face fairly tightly. Your magazine spool is not timed correctly. It should be removed and re-timed. I don't believe it would cause such a problem as you're having but it should be fixed as it will likely cause feeding problems.. The 308;s higher pressures caused problems with early 99's so chambered. Savage changed steels/tempering to improve longevity.. Excessive head space is a dangerous situation that should be checked out before proceding. good luck.
