The plan seems sound. Not sure about the wind power but if cars ran US produced natural gas instead of gasoline then the demand for oil should be reduced.
The electric companies like natural gas because it can be used on peaks and doesn't have the start up cost and time associated with coal or nuclear.
Generally, I'm for it, but instead of wind power, maybe nuclear or more coal fired plants....
Or, drill off shore and produce more natural gas.
