double R what caliber are you shooting? Are you keeping your cases trimmed to lenght? You may have the bullet hitting grooves in the barrel also if your OAL is not correct. The small base dies will resize just a touch more than standard  full lenght dies.....yes.
aim small miss small,
think small,miss not at all

Before I would go to the time and expense of a small base die , I would check the OL of the cases that are sticking , it may be a tough too long and need trimmed , I would also look at the bullet profile to make sure that the COL is not putting the Ogive into the lands .

Some bullet seating dies are more consistent than others and will very enough to cause a problem with COL , check for rifling marks on the bullet of the ones that are harder to chamber .

I use small base dies for loading the 5.56 for my ARs, as I want to insure function in any AR they might be used in. Never had to use small base for bolt rifles, it's probably more of a length, or seating depth causing your problems. From what I have heard and read, chambering problems are not too uncommon in these break action rifles.

i have tried all that.and have found that the ones that stick.is the ones where the base is like1-2thousands bigger than the ones that just drop into the chamber and fall out freely after they are fired.the calibers are 308 and7-08

I have a bolt action 7mag that would not chamber a fired round after FL sizing. A small base sizer took care of the problem.

Not all chambers are cut the same, and you most likely have a tight chamber.

The Redding Small Base die is an excellent one!
