Otters while beavering?

I should get an otter tag this fall, I know that I will  be setting for beavers this fall. What are the chances of filling my otter tag making caster sets. I can catch an otter by trying to catch an otter, but it will take time that I would rather spend going after other critters.

 We can take 4 otter a year in the upper half of MN., we can now take 2 in most of the southern half. I never even bother putting in a set for otter, I catch them in my castor mound sets. Spend your time setting for beaver and other water animals, let the otter come to you.
