sighting in tracker 2

Can someone advise on adjusting the windage and elevation on the rifle sights. I got 2 different answers from customer service. (Obviously someone there doesn't know what they are talking about.)
There is a larger, top screw (for windage??) and smaller side screw (elevation??) Both are notched and click when adjusted. Do I go clockwise to move the sight to the right and counterclockwise to go left? What about up and down? How much will a click move the shot at 25 yds? I'm shooting about 3 inches right of target.

Easiest way is to click it in 2 then shoot it. Kurt
