The gun really does not kick that hard, the recoil buffer is good for helping to preserve the gun and better control under rapid fire. I have never had a semi-auto jamb with a recoil buffer in it.
I'd not worry about the preservation of the gun itself as this same desing was used for the .40 cal and .45 cal models as well. Both subjected the parts to more than the 9mm. Second, Rugers are traditionally overbuilt like tanks so I'd not worry at all.
Control should be on the shooter. As above , that model in that chambering is quite overdone. Much more than neccessary so rapid fire should be quite easy if proper control/technique is used by the shooter. 'Member, control comes with experience, shoot to your ability and you'll progess. Shoot above your ability and you'll learn bad habits and become stagnant.
Just guessing the models you have experience with that HAD a buffer were designed to have thier buffer.
