Oilspill disbursments

So I was at work today, talking to one of my friends who works there, and he said that he found out he was getting a disbursment of $1000 from his corporation (native corporation) from the oil settlement company.  Then he said, yeah, I'm not sure what it all has to do with me... I guess it's something my mom set up or something a while back, but it's a thousand dollars, so I'm not gonna complain.

That kind of made me wonder.  After all the losses that fisherman took, and families took because of the oilspill, and all of the cleanup effort, why is someone who the oilspill affected in no way was just handed money, even money he didn't even ask for, for the sole reason being that he is native?  And there are so many out there who will never recoup the losses handed to them. 

I looked at him and said, my parents both worked on the cleanup crews, why don't they get a bonus?  He looked at me and said, I don't know...
"At least with a gun that big, if you miss and hit the rocks in front of him it'll stone him to death..."

I'm extremely knowledgable about the EVOS settlement and Supreme Court decision regarding the punitive.  Many of the claimants have not yet been paid compensatory losses from the spill.  Some Native Corps settled in State Court or out of Court for compensatory losses caused by the spill and enjoined that money into the Allocation and Distribution Matrix for individual dispersement to every claimant, native or not.  The reasoning was that Judge Holland in federal court, mandated a class action and enjoined all parties into one class for punitive damage claims.  Since some of the Native Corp had already settled their compensatory losses, they desired the same percentage of compensatory losses in the punitive case.  But, here is the rub.  Most did not want to release the money they were paid for compensatory losses to the other people in the Allocation and Distribution Plan, while still receiving the high percentage rate for the punitive.  It was either pay their compensatory claims money into the general trust and share in the punitive, or lose the punitive altogether.  The attorney firm dealing with disbursements cut checks according to the Allocation and Distribution Matrix for all parties within the different claims categories.  These claim categories were not all adjudicated in court, thus the matrix.  Due disputes between the different classes, many of the compensatory claims have not yet been disbursed.  I know most of the oiled fisheries have been paid, but native cliams, tender losses, private real estate, personal injury, and other deep water fishing losses, have not been paid for compensatory losses.  Some of those are coming to closure and this may be one of them.  As a Native shareholder in the Corporation, he would probably recieve a dividend from any revenue income from the compensatory award when it is paid out.
