I believe the annealing is the heating of the nuts.
I have never annealed a nut in my life, but I have made a few thousand cable restraints for my customers.I use aluminum stop buttons on the ends of the cable--at the snare lock and at the swivel end..I use small nuts(not annealed ) for the closure stops.
Never had a customer complaint on this type of set up yet. They catch coyote, fox and coon --and they seem to perform with good results.
Sorry I couldn't tell you the procedure for annealing.

String your nuts on a piece of wire and put into a hot fire(wood or charcoal) for a couple of hours and let them cool slowly.
