Handgun transfer law?

Question, Does anyone know for sure if it is a law that if a Pa resident sells a handgun to another Pa resident, face to face, that the transfer "MUST" go through a FFL?  Best of all would be a link to support the answer.  I get differing answers from FFls.

yep.. it must go though an ffl.. same with contenders and encores now .. only time that is different is when its a member of the family ie parents to children  in the same home

If the sale is face to face from one individual to another resident within the same State, there is no FEDERAL regulation that mandates transfer through a FFL.  The State may have more stringent requirements, but this tranfer is not required by federal law with FFL involvement.

It is PA law.

long guns face to face no need for FFL transfer for handguns you must transfer through a ffl or the local sheriffs office.  Most charge about 25 to handle

Due to the instant check program, ALL handgun sales must be registered in Pa.
