Well, you can pay the $20+, or not, your choice - but there's zero safety issue there.
There are, however, choices.
The way your rifle was issued, the bolt is locked closed when on safe, against accidental opening - say when hanging off your shoulder going through brush; or against a possible partial opening, thereby preventing a failure-to-fire when the trigger is pulled on an animal.
The "upgraded" way does allow unloading with the safety on - but also allows the bolt to open at any time - possibly un-noticed by the shooter, with the above consequences.
The issue system is plenty safe for unloading, especially if the operator only feeds the cartridge(s) from the magazine just enough to pop them free for manual removal, and not chamber/eject them.
