On one hand, the Department of Defense (DoD) paints him as an out-and-out traitor against the United States. And from what I understand, even as recently as 1998, the Department of Defense officially changed his status as a Returnee to an AWOL, Deserter, Collaborator.
But on the other hand, Colonel Tom McKenney, the Marine sniper who was sent into North Vietnam to assassinate Garwood while Garwood was still a prisoner, later changed his mind and believed that Garwood was innocent of all charges as a collaborator with the enemy. McKenney ended up thinking he had been sent to kill Garwood not because Garwood was a traitor, but rather to cover up the Government's mess of betraying Garwood.
