Reloader 11 looks to have similar burn rates to IMR 3031 as per this link. Although there is a disclamer on the site advising against using burn rate data to develop a load, I have done so successfully in the past. This is not to be construed as an endorsement of the practice.

The biggest problem with using burning rate charts to develop loads is that just because two powders burn at the same rate does NOT mean they have even remotely similar mass density. So you can't just assume one grain of A equals one grain of B cuz they have a similar burn rate.

Burn rate probably does mean they will develop somewhat similar pressures at similar velocity levels I suppose but it in no way means one grain of one equals one grain of another. Making such assumptions are what gets guns blown up and causes folks to lose their eyesight or body parts.

Go to Ken Water's Pet Loads.  He used it in several calibers before it was discontinued.  One use was a great .223 powder.  Great accuracy and full velocity with pressures in the 38-40K psi range.  Also very good in the .308.  Come to think of it, for your own safety, it might be best to send it off for proper disposal.  PM for my address and I'll take care of that for you.

Excellent point, Graybeard! I didn't think to mention that. Here is a simple method to find powder density should one be so inclined. It's a little bothersome and time consuming, but I'm retired and frequently find discontinued powder with no current available load data in my stores.

The bulk density of powder is most commonly expressed as grams per cubic centimeter (g/cc). Since the weight of one cc of water is nearly always 1 gram, a bulk density of 0.970 g/cc means the powder is 97% as dense as water. Bulk density is therefore also the powder's weight in any volume divided by the weight of water filling the same volume. To find the bulk density for a powder first weigh a container (large as practical for your reloading scale) to determine it's weight. Then weigh it filled to the top with powder. Fill the empty container with water and weigh it again. Divide the weight of powder the container will hold by the weight of water it will hold. The result (1.000 or less) is the bulk density of the powder.

I think I used it once in 7-30W loads for a Contender handgun.  Not at home now so I can't confirm.
