Does anyone remember?

Last night there was a question by a member about verification of someone's FFL.
I don't recall who posted it or it may have been in another subject.
Not even sure it was in the section.
Anyway, in one of his replies he put a quote from the BATF on who could ship a firearm.
I was talking with some friends today about this and wanted to print his reply but I can't find where it was or who it was by.
Any help?
Does anyone recall reading it last night?
