Around here, about half of the road construction workers are whites and blacks driving the heavy equipment, with the other half being Hispanic cleaning up and using shovels. So in my opinion the infrastructure stimulus will only employ about half Americans and half Hispanics.
Here is my take on stimulating the economy.
1) Have Feds and state governments buy as many new replacement American vehicles as they can.
2) Give tax breaks to individuals who buy a new American car.
3) Take the Fed tax off the gasoline, and replace it to a per barrel tax on imported oil.
4) Open up Federal lands that are marginal and offshore to drilling.
5) Take the Fed corporate tax off any American industry who brings a factory back home.
6) Put a reasonable tax on imported goods that Americans can make.
7) Give tax breaks to power companies who use the money to build windmills, geothermal, tidal, solar, or nuclear power plants.
Give tax breaks to anyone who starts a coal gasification plant to make synthetic gas and diesel fuel, and no per gallon tax on this new fuel.
9) Use stimulus money to build the fence at the border and employ more border guards. Hire more immigration workers to process the immigrants who really want to work, pass a drug and medical test, and are not drug dealers or criminals.... Legal immigrants.
10) Use stimulus money to actually improve bridges, roads, railways, ports, and air traffic control.
11) No stimulus money for anything unless it provides an honest to goodness job.
