3 1/2" reloading question

In the load data that I have for loading 3 1/2'' magnums it calls for a .135 card in adition to the wad. My question is does this card go inside the wad first and than the shot or does the card go between the powder and the wad? Thanks, Mike

With my 10Ga I found it easier to dump the shot and put the felt wads on top like an over the shot card.  But that is for a 1 1/4 oz load and I need two 20 ga felt wads that get stuck in the end of the shot tube when I seat the plastic wad and every so often when I pull the lever up the felt falls back into the hull and shot goes splashing all over the reloader, the bench, and the floor.
Can not tell a diff when shooting.
Make up a couple and try them out.
