anybody seen this on a contender barrel??

I just took the extractor out of my 14 inch 17 rem barrel and I found a bent piece of metal . it looks like a small flat spring to hold tension on the extractor. does anyone know what this is and why was it put there?

Also should the case be flush or just stick up a Tad bit out of the barrel when the extractor is removed or should it be below the barrel line??

:D Ricky, that's the spring for rimless cases,it pushes the extractor up so as to catch on the case and extract.
