Public huntable lands

Hi,
I'm trying to put together a Texas (or Kansas) whitetail hunt for '09.  Last time I hunted there was 20+ years ago along the Rio Grande.  How does it work for out of staters?

- Is everything by Lease, and public lands with huntable populations just don't exist?
- What areas would you recommend?
- Must I hire an outfitter and/or stay at a 'hunting lodge'?  I'll check the regs.
Any info is appreciated.

In Texas, I don't recommend public land, 97% of the state is private. Public land is available, yes. But the hunting is disappointing. More of a beautiful nature walk........ If you want game, go private....

texas was a rebublic not a territory so there is very little or no federal land there.
the nation that forgets it defenders will itself be forgotten

If you really want success hunting public land, you will need to do a few thins.  Have a GPS,  hunt far away from the road, hunt all day long and scout, scout, scout.
