Can some one give me a layman version of the explanation of the "Delta L problem"?

Who woulda thought Wiki had this one.  Simply put, it's the discrepancy in length between CIP and SAAMI specs for a certain cartridge.

OK, so basically here in America we use bigger ammo......  ;D
Stick with American ammo in American guns and your fine.  ;D ;D
