For years and years my powder of choice for the 30-30 is WW748. My load is above whats printed in current manuals, but has proven perfectly safe in all my rifles and pistols of this caliber. Its from the "book" just a book printed 25years ago.
As for a bullet, you rotary box type mag will safely allow you to shoot pointed bullets. I would definitely take advantage of this as any longer range shots will certainly benefit. I have had excellent results with Noslers ballistic tips in 125 and 150 grains. Hornady recently came out with a pointed 30-30 specific bullet as well. Its the FTX 160gr bullet and so far it looks good. I have a few loaded but have not shot them as yet. This is where I would start, 748 powder and a Hornady 160 Gr FTX bullet.
