I don't think anyone makes a factory slug. You can buy the components to reload them. I think reloading is the only way.

I would also recommend Ballistic Products for data  -  and hulls, wads, and eveything else.

Keep in mind the correct bore for the 28Ga is .550in, so besides bullets and "slugs," any kind of projectile you can swage down to .545-.550 inches ought to possibly work.

Someone on eBay was selling a roundball mold in .56 cal I bet could be used for a pumpkin ball, unless you needed still smaller.

   For anyone that may be interested, I have load data from BPI for the 28ga round ball slug that they sell.  Can't attach it here, but can in an email.  Just let me know and it will be done.
